I think this could be a very amusing way of telling us that our Police 'Captain' has been instantly demoted to the rank of Lieutenant! ;) I would demote him too if he just sent several men to their death...

The Matrix is actually OUR reality, where you and me live.So it should be exactly the same as the world we know.Only people who KNOW they are in a virtual world, can bent or break rules. So as conclusion: the rank system of the police should be the same as the one we know.

Police ranks are not the same as military ones. Besides, being a fictional world, the police rank system of the Matrix does not need to be the same as the real world.
