When the army men are doing recon in both movies, notice the devices used for monitoring. Anyone with kids will know that the larger monitor is used to talk into while the smaller one is designed to listen. How are the army men communicating then?

I don't remember the baby monitors in the second movie, but in the commentary on the Toy Story DVD, the directors also point this out. They purposely left the baby monitor joke in for parents to spot. :)
