After counting the original 15 puppies in the final scenes; they scan the room while dusting off the other ones. The 15 puppies are the only ones who are to be wearing collars, but they show others wearing collars as well.

(remember back to conversation had between the cat & one of the "bought & paid for puppies". Pongo & Perdita's pups were the only ones who were wearing collars)
