This is near the beginning of the movie, but after Penguin visits the graveyard. Penguin is upstairs. A man tries to get penguin to go downstaris for a "surprise." Penguin is coaxed down with a raw, headless fish. When Penguin is shown downstairs, he is eating the raw fish which now has a head! Regenerative fish?
