These quotes are all true and verifiable. Oh, and for what it's worth, Qualye NEVER said "I was recently on a tour of Latin America, and the only regret I have was that I didn't study Latin harder in school so I could converse with those people." (Neither did Gore.) This was a JOKE, which lots of people believed. Quayle doesn't need to have words put in his mouth; he's said enough bonehead things on his own.

I recall an appearance on "Nightline" during the Gulf War, when Ted Koppel asked Quayle if he would define Saddam Hussein as a totalitarian dictator, and he replied "He is only a totalitarian dictator in the sense that he has total control."

Reading one at a time in other contexts, it's like looney tunes, but, seeing bunches of quotes wrapped up in one place, it is all beginning to make sense, like a lot of the air-heads I love so well, there can be another wonderful meaning when viewed from another orbit. I just wish I could remember where he said Venus was.
