Todd accurately states there are 17 soldiers left out at one point (he's killed 3 so far, and they are in a 20-man squadron). He then goes out to kill them. Problem is that in the subsequent scenes he kills considerably more then 17 soldiers - approximiately 24, allowing for near-misses and folks that may have been wounded and fully killed later.
