Actually the president can give a "State of the union" address anytime he feels like it . Clinton did them once a month when he was first elected

While it is true that state of the union messages can be delivered at any time, it is the custom to give them in January. However, Clinton did not give one a month when he was first president. That is just not true.

Do you suppose the roses came from a flower shop, and the whole "I have a rose garden" comment was just the President being cute, funny or charming?
