PACIFIC? Like the ocean? I am guessing you mean specific, meaning that you would like him to elucidate. If you keep track of what is written on the doors of the cop cars throughout the movie, you will notice that is written does change... To Serve and Protect to To Serve and Keep the Peace, or something to that accord.

The scenes in question is after the shootout at Tech Noir. Watch the logo on the police car when it is in the parking garage vs. when it has crashed after chasing Kyle and Sarah's car.

The logo on the police cars say 'To care and protect' or those words in a different order. I don't believe that they actually change.
