Lethal Weapon 2 - Shots Fired and The Smiley Face
In the scene where Danny Glover is practicing his shooting at the range, he shoots 2 holes into the target. These make up the eyes.
Riggs, puts the target back onto the rack, and sends it quite far down the range.
He carefully lets off 5 rounds, and then retreaves the target.
You will see that there are 7 additonal bullet holes on the tartget.

First, the scene you describe is in Lethal Weapon, not Lethal Weapon 2. More important, you are incorrect. Glover fires ONE shot, center (which becomes the nose). Gibson then fires a total of 7 shots--2 for the eyes, 5 for the mouth. You can verify it by watching the following:
