Dr. Frankenstein and Igor are pushing the coffin through the streets of a mainland European town. They are stopped by an British constable, who is complete with a British uniform and an English accent. What is he doing in Transylvania?
It's a Mel Brooks film. Brooks almost always throws in bit characters who are completely out of place. This was done on purpose for comedic value. Therefore, not a slip up.
