in the scene where gordon and his officers rescue the consultant (Reese) who's about to reveal batman's identity, they clearly rescue Engel (Anthony Michael Hall) from the tv studio also.

He is seen with Gordon and Reese in the police SUV when Bruce Wayne saves the day with his Lamborghini.

However, Engel all of a sudden appears as one of the hostages being rustled into the school bus at gotham hospital and is shown in the joker's hostage video.
