During the scene where Picard is discussing their attack stratgy in the armory, everyone leaves with pulse rifles, a few scenes later as we see them entering the lower decks everyone is holding phaser rifles. Then a few scenes later as the movie changes between ship and planet scenes, we see Picards attack force (and Worf's) are once more holding pulse rifles.
