When Homer climbs the dome he reaches the top and the wind blows him a bit so he grabs the robe which obviously shows he is up there.

However, at the same time the people in the dome are climbing up. When they are almost at the top they say "I smell freedom" and the shot goes to the top of the rope and you see the hole the helicopter and the sky... but where has Homer gone?
