In the scene where Dorothy and friends "crown" the lion, he climbs the steps with crown and cape, turns and begins to sing. When the words "Monarch of all I survey" are sung, Burt Lahr's mouth is clearly closed for the word "Monarch". He does not begin to lip synch till the next word.
