In "Detention Redemtion", Waller says that permanent records don't exist; but then in the second-last episode "Dance Around The Truth", Travis attempts to steal (and actually finds) his permanent record (which according to "Detention Redemtion" should not exist) in order to "erase his past" and start fresh when he moves back to Hong Kong.
