Lord of The Rings: Fellowship of The Ring - Hobbit-Sized Rivendell
After Weathertop,when Frodo wakes up in Rivendell and starts walking around the balcony, the railing is up to the Hobbits waist. Unless Elrond made a special Hobbit-sized section of his house, I think the railing would go up about to his knees.

urm...knees are below the waist and hobbits are smaller than elves soooooo...should be just up to his shoulders maybe...but that was bilbo's room so i assume that maybe there was a part that they used to cater for hobbbit sized people or children maybe? i dunno my point was to say that knees are below waist...
