American President, The - Operator, Could You Help Me Make This Call?
The day after the state dinner with the president of France, the president is in the Oval Office and is trying to call a florist. He picks up the phone and asks "How do I get an outside line?" However, several days before that, he made a call from the residence (and I'm pretty sure his assistant wasn't there to make the call for him) to Sydney at her sister's apartment. Therefore, he had to know how to get an outside line since he had just done it a few days previously.

It is probably safe to assume that when the President is calling from the Oval Office it is normally government buisness related and he would have an assistant to help him out. But when in the reisidential area of the White House, a call from there would normally be of a personal nature so they probably would have a normal phone line.

In the "several days earlier" portion, when he was talking with Sydney they had a quick back and forth about how he got the number. This leads me to believe that he didn't call himself, but rather had a government agency help him track her down (a.k.a. CIA, IRS). He wouldn't need that kind of help to call a local florist shop.
