In the scene when the Riddler is in Two Face's lair, after showing him the box Two Face talks to him about breaking into his lair, blah blah blah yackity smackity. Watch his lips when Two Face makes the "speech": the entire thing is dubbed into the film!
This was probaly done because either his voice was to low and could not be heard by the microphones to well, or somebody screwed up while they were recording. This is normal in the movies and is done quite often. Just watch other movies and see. It does happen quite abit.
