In every elementary school I have been in, the teacher covers all subjects until fourth grade. It is not just a small town thing. Also, who is to say that the little girl she sat with was not just goofing off and looking at the wrong book.

The teacher tells the students to take out their science books. In elementary classes one teacher teaches every subject to one class of students. Trust me...it's a small school thing.
