In the one of the many episodes of the care bears where they are doing a "star trek" like theme, watch the one where they blame treat heart pig for eating all the food on the ship, which she really does not. When beastly and uncle no heart's niece trap the two care bear cubs. For some reason, when they show tugs talking, he is speaking in hugs' voice.

Well it may have just been a similar sounding voice since the same VA did their voices (Terri Hawkes from Sailor Moon). I can't remember the episode so I can't really say though ^_^() Maybe is they were in a stressful situation the voice was supposed to sound a bit off....
