On the episode where Jo is first introduced, watch the part where she and Blair are talking about her shoes. Watch the close up on Jo's shoes. They are blue then.Then watch the second parter. Watch when Jo is laying on her bed in the police cell. Look at her shoes. They're now black!

There is a 'plausible' explanation (as slipups.com refers to it) for this. There was a time period between it.

She changed shoes, because the blue ones were uncomfortable, not to mention that some actors demand certain lighting, and filters, and sometimes share shoes. All of these could affect color.
