If you look in episode "Sabrina Goes Down Under" when Sabrina and Gwen run over to the mer-man on the beach, and Sabrina gets splashed you can clearly see her shirt is wet but a second later it's perfectly dry. P.S. She didn't zap herself dry because they would have shown that.
