"For every fatal shooting, there were roughly three non-fatal shootings. And folks, this is unacceptable in America. It's just unacceptable. And we're going to do something about it."

To those who don't get it: Bush is saying that the ratio of fatal to non-fatal shootings is 1:3, and we have to do something about it. This made it sound like we have to increase the ratio, so there are more fatal shootings then there are non-fatal shootings. Get it? It's funny.
