Go to the scene where Cruela is trying to buy the puppies right after they are born. Her pen doesn't work so she shakes it and ink gets all over Pongo and Roger. Then when she storms out of the house, Pongo follows her and barks at the window. I know it was raining, but does that explain the disappearing ink?
