Star Trek: Generations - Emotion Chip
Data's emotion chip was fused into his neural net and doctor Crusher said it "could not" be removed.
If that is so why would Counsellor Troi ask him why he decided not to remove the emotion chip, if it "could not" be removed?

They were TEMPORARILY unable to remove the emotion chip. As soon as Geordi had gotten over the smell of the Klingon BoP, he probably helped him repair it. Crusher's a doctor, not an engineer, dammit! Which is probably why SHE was unable to remove it.

Actually if you refer to the episode where Riker brings back that "mind game" device and everyone is effected but Wes and that girl who was played by Ashley Judd you hear her ask "Who could have done this?" referring to data's brain being disconnected to his brain, Wes replies "Only La Forge and my mom" .. so her does have extensive knowledge of Data's systems. She's a doctor, but a very knowledgable one at that :)

what i think is weird is that when dr soong put the chip into Lore(posing as data )in TNG he puts it in an area behind one of his ears but in the movie georgi places it in top of data's head
