When they get to France, they start to call neighbors and get ahold of one of their neighbor's answering machine, but the phone lines are supposed to be down. Kevin also calls the cops.
The phones were only down for one day - you can see the phone people fixing it as they leave for France the next morning. This also clears up the pizza thing.
