Pokemon - The Amazing Devolving Starmie! Or Was That Just Brock's Mistake?

Watch the episode "Beauty and the Beach." When Squirtle and Starmie come on stage, Brock, playing the part of the announcer, announces them as Squirtle and... What else but Staryu? Gee, you'd think that after all those other mistakes with Staryu and Starmie, Growlithe and Arcanine, and the Poliwag family, they would've avoided the confusion this time...
