In the story "Logopolis," in which Tom Baker regenerates into Peter Davison, the Doctor is wearing boots; but in part one of "Castrovalva," when Davison is still wearing Baker's outfit, he has on shoes instead. He even removes one to use as a trail marker in the TARDIS.
