Dragonball Z - Some Nameks Heal Quicker Than Others?

In the episode where Piccolo fights Cell, Cell sucks on his arm and "kills" it. So he starts a conversation with Cell as a diversion to waste time so he could regenerate it. But when Freeza ripped off Nail's arm, (I think his name was Nail) he regenerated it fairly quick. Was Piccolo's "waste of time" just made up so that the writers could introduce Cell?

Special Requirements:

Episode where Nail fights Freeza, and episode where Piccolo fights Cell

John Boy writes:: Ummm...well...he could regenerated his arm quite quickly had that been his objective. He wanted info. on Cell, so he drug all he could out of him. Had he regenerated immediately, Cell would have just continued to wail on him. Josef Szalontai writes:: You forget that Cell's tail absorbs energy from whatever it's driven into. My guess is that Picollo was gathering back his energy to re-grow his arm. Plus, just before Picollo grows back his arm, you hear him say "That's more that I needed to know!".
